Local content in Africa - lessons learnt

NABA, in partnership with Norwegian Energy Partners (NORWEP), welcomes members and partners to a webinar focusing on local content in Africa.

Local value creation becomes increasingly important in Africa when awarding contracts in the energy sector. The local legislation in many countries introduces new and more extensive commitments on operators and contractors for local/national content.  To be competitive it is required for the industry to focus more on developing strategies and plans for local participation and shared value creation.

In the webinar you will meet people with deep knowledge of local value creation and experience from several African countries. They will share reflections and advice.

The target groups for the webinar are operators and suppliers in the energy sector but will also be useful for other investors in Africans countries.

Mr. Gilbert Kwasi Asase

Local content advisor

Mr. Gilbert Kwasi Asase has an MSc Certificate in Oil & Gas Engineering and a BSc Certificate in Chemical Engineering from the University of Aberdeen and Kwame Nkrumah University of Science and Technology (KNUST) respectively.

He has multi-disciplinary experience in the Oil & Gas industry from working at the Petroleum Commission in Ghana where in his role as a Petroleum Engineer provided Petro-technical support and advise in reviewing Plans of Development and Operation (PDO). Mr. Kwasi Asase was also the Local Content Manager at Aker Energy Ghana where he coordinated and advised on the development and implementation of Local Content in Aker Energy’s offshore Pecan development project in Ghana. 

Mr. Kwasi Asase was as a key member of the Local Content Strategy Committee responsible for reviewing and advising on procurement strategy for optimum local content development.  Also, he was the engineering lead on the Upstream Value Chain Committee whose work led to the creation of a category of goods and services that would progressively be localized based on market demands to match the competence of indigenous Ghanaian companies.

Mr. Kwasi Asase currently provides consultancy services to firms on business strategies, processes and workforce development to meet industry requirements.

Ms. Harriet Okwi

Director, Okwi and Partners

Ms. Harriet Okwi is the Director of Okwi and Partners. Prior to founding Okwi & Partners, Ms. Okwi worked as a Senior Consultant and Business Development Lead at IHS Global in Paris. During her ten-year career, Ms. Okwi has executed several consulting projects assisting corporates and government institutions to strategise and invest in the African power, oil and gas sectors.

Ms. Okwi has managed and coordinated energy research on 50 African markets. The research covered energy policy and regulation, power and petroleum product price structures, petroleum product supply and demand, energy sector infrastructure and energy market competition. She holds an MBA from the University of Oxford, a Master’s degree in International Affairs from Sciences Po Paris and a Bachelor’s in Political Science from Makerere University. Ms. Okwi speaks English, French and Ateso.

Mr. Anders Kullerud

Managing Director, Shared Value Solutions

Mr. Anders Kullerud has a broad upstream Oil and Gas experience. He has 40 years of experience and has had several manager and executive positions including exploration manager, asset manager, VP field development & operation, SVP Integrity and Social responsibility, VP Human Resources and Country Manager. Mr. Kullerud has extensive international experience with Hydro and Equinor and has work and been posted in the African countries Egypt, Tanzania and Libya in addition to several locations in Canada and US. In the late 80s he worked with NORAD (Norwegian Aid Agency) in Dar Es Salaam, Tanzania, as an exploration advisor in TPDC. His last assignment before retiring from Equinor late 2019 was head of a corporate project “Local Content Management” focusing on establishing a framework, principles and guidelines for local content globally in Equinor.

Einar Bandlien

Chairman, Shared Value Solutions

Mr. Einar Bandlien has been a successful entrepreneur in the development of new service companies including Nopec AS and PGS in Norway. In 1998 Mr. Bandlien was co-founder of The Bridge Group working to facilitate indigenous equity in oil and gas projects in developing countries. He was co-founder of Bridge Energy in 2005 and served as CEO of Bridge Energy ASA, a publicly listed oil company with exploration and production operations in UK and Norway. In 2012 Mr. Bandlien took the initiative to establish East African Petroleum Services, a company working to develop locally based supply and logistics services in East Africa. Since 1980 Einar H. Bandlien has managed a number of petroleum resource management assistance projects in developing- and transition countries. Projects include petroleum policy, investment promotion, institution building and functions of government in managing the petroleum sector.
