Libya
Libya is a North African economy on the Mediterranean coast, anchored by its substantial hydrocarbon resources, which accounted for around 65% of GDP, 93% of exports, and 72% of government revenues in 2024. The economy rebounded strongly in 2025, growing at a robust rate of roughly 13.4% as oil and non-oil activity recovered and crude output averaged about 1.3 million barrels per day, surpassing its ten-year historical average. Growth is expected to moderate over the medium term as oil production stabilises, while non-oil activity continues to expand at around 3 to 4% per year, underpinning gradual diversification. Libya's location directly across the Mediterranean from southern Europe makes it a close trading partner of the EU — Italy, Germany, Greece, and Spain are among its largest export markets — and supports significant reconstruction and infrastructure investment needs
